4 arrested in illegal bail bonds operation after FDLE joint investigation

MIAMI, Fla. (WFLA) —Four men were arrested Thursday for allegedly operating outside the legal authority of bail bondsmen.

According to the Florida Department of Law Enforcement, Alexander Michael Rispa, 43; Luis Angel Hernandez Salas, 34; Eduardo Francisco Caceres, 47; and Juan Carlos Soto Arraga, 30, were taken into custody after an investigation.

On May 14, a Department of Financial Services detective contacted FDLE Miami about a bail bonds company in Monroe and Miami-Dade counties accused of conducting business beyond the authority allowed under Florida law.

FDLE and the Florida Department of Financial Services launched an investigation, which revealed that on Jan. 1, 2022, Rispa, Caceres, and Hernandez Salas entered victims’ homes with firearms, removed them without proper appointments, and transported them to the warrant-issuing agency.

Investigators also found that during these incidents, the men wore badges and body armor labeled “Agent,” a direct violation of Florida law. Appointment records showed Rispa and Hernandez Salas were not authorized on the dates the crimes occurred.

Between May 2023 and January 2024, Soto Arraga, who is neither licensed nor appointed as a Florida bail bond agent, unlawfully contacted multiple inmates in Monroe County.

On Sept. 16, Rispa, Hernandez Salas, and Soto Arraga surrendered at the Monroe County Jail. The next day, Caceres turned himself in at FDLE’s Miami Regional Operations Center.

FDLE said all four men face charges of armed kidnapping and battery; violating the Florida Communication Fraud Act; a scheme to defraud; unlawful use of a two-way communication device; violation of licensure and appointment; solicitation; and conspiracy.
