DAYTON/MIDDLETOWN, Ohio — Two women from the area are among seven people and one business indicted in Ohio for allegedly committing Medicaid fraud, Attorney General Dave Yost confirmed.
The Allegations:

Carrie Francis, 46, of Dayton, is accused of participating in a kickback scheme, receiving over $2,600 improperly.

Cynthia Lange, 55, of Middletown, allegedly billed Medicaid for in-home services over a year while recipients were actually receiving care from family members or attending programs outside the home, costing Medicaid over $34,000.
Yost commented:
“If you sneak extra Medicaid dollars like Halloween candy, don’t be surprised when the consequences leave a bitter taste,”
The indictments followed an investigation by the Medicaid Fraud Control Unit, which works with federal, state, and local partners to combat fraud and protect vulnerable adults, emphasizing accountability in healthcare funding.
