Illinois Lawmakers Approve 30% Toll Hike for Trucks Under Major Transit Bill

Illinois lawmakers have approved a sweeping transportation measure that will raise toll rates for both motorists and commercial drivers across the state.

On October 31, 2025, legislators passed Senate Bill 2111, a major transit package that includes toll increases for the Illinois Tollway, pending Governor JB Pritzker’s signature.

Under SB 2111, tolls for passenger vehicles will rise by 45 cents, with proportional discounts for reduced fare programs. Commercial vehicle tolls will increase by 30% starting January 1, 2027, followed by additional increases every two years beginning in 2029.

Lawmakers estimate the hikes will generate $1 billion annually to fund state transportation and infrastructure projects.

The bill also calls for the replacement of the Regional Transportation Authority with the new Northern Illinois Transit Authority, signaling a significant shift in how the state manages its transit systems.

In addition, $200 million will be diverted from road funding to support mass transit projects, according to NBC Chicago.

Governor Pritzker praised the legislation, highlighting its focus on modernizing the state’s transit and tollway networks without imposing new taxes on working families.

“The legislation makes important changes to how Illinois operates and manages our transportation network, including investing in new capital projects that will make our public transit and tollways more modern, efficient, and reliable for riders,” Pritzker said. “I am pleased the legislation also avoids new broad-based state taxes on Illinois working families. Instead, it directs existing state revenue streams toward public transit systems while enabling independent bodies like the Regional Transportation Authority and Tollway Board to decide how to best meet their users’ needs.”
