Davenport Man Gets 15 Years in Federal Prison for Attempting to Entice Minor

A Davenport man has been sentenced to 180 months (15 years) in federal prison for attempting to entice a minor and for failing to register as a sex offender. The sentence was handed down on September 15.

According to public court records and evidence presented at sentencing, 52-year-old Gerald Brian Hoard was on federal supervised release after a 2022 conviction for attempting to transfer obscene material to a minor. In July 2024, Hoard sent explicit pictures and arranged to meet someone he believed was a 14-year-old boy at a Davenport movie theater, stating he wanted to engage in sexual acts.

Law enforcement officers confronted Hoard when he arrived at the theater. He admitted he had planned to meet the boy and had discussed sex acts with him. Investigators later found internet identifiers, including Facebook and Grindr accounts, on Hoard’s cell phones, which he failed to register as required under the Sex Offender Registration and Notification Act.

Hoard will serve a 10-year term of supervised release following his prison sentence. There is no parole in the federal system. The Court also revoked his supervised release from the prior federal conviction and sentenced him to 12 months in prison, to run concurrently with the 180-month term.

United States Attorney Richard D. Westphal of the Southern District of Iowa announced the sentence. The Davenport Police Department and the Scott County Sheriff’s Office led the investigation.
