FORT LAUDERDALE, Fla. — Federal authorities have arrested a former Fort Lauderdale police detective whose alleged misconduct was first revealed by a Local 10 News investigation in May.
Henry Baldwin Lockwood III, once a well-known recruiting officer and public representative of the Fort Lauderdale Police Department, now faces federal charges that include stalking, wire fraud, and computer-related crimes, according to court records filed in the Southern District of Florida. A federal magistrate judge set his bond at $500,000.
The arrest follows months of scrutiny that began after Local 10 News uncovered an internal affairs investigation into Lockwood’s behavior. That probe ultimately led to his dismissal from the department.
An FBI affidavit alleges that Lockwood secretly purchased and used GPS tracking devices to monitor a former romantic partner without her knowledge, following her movements to her home, workplace, and other locations. Investigators say surveillance footage later captured Lockwood, while on duty, entering a restricted service area at a car dealership to retrieve the device after it was discovered during a vehicle inspection.
Federal investigators also claim Lockwood misused his access to law enforcement databases, including the Florida Department of Highway Safety and Motor Vehicles system, to run unauthorized searches on his former partner, her relatives, and others for personal reasons.
In addition, prosecutors allege Lockwood embezzled about $150,000 from the Fort Lauderdale Black Police Officers Association, where he served as treasurer. Authorities say he used association funds to pay personal credit cards, cover expenses related to a private business, and make personal purchases, while creating false financial records to hide missing money and mislead board members.
Investigators further allege Lockwood failed to repay more than $56,000 in payroll overpayments to the city, despite claiming the money had been returned.
Before his firing, Lockwood was often highlighted as a model officer. He mentored students, led community outreach efforts, took part in charity drives, and appeared on national television promoting police recruitment.
Fort Lauderdale Police fired Lockwood after concluding he violated department policies, abused his authority, and gave misleading statements during the internal investigation.
