Florida lawmaker wants new rules for mobile home parks

If approved, SB 652 will take effect in July 2026

TALLAHASSEE, Fla. – A newly filed Florida bill is looking to increase responsibilities for mobile home park owners across the state.

Senate Bill 652, introduced Friday by state Sen. Mack Bernard (D-West Palm Beach), proposes several changes to what park owners must do under state law.

Under SB 652, mobile home park owners would be required to:

• Make sure every mobile home displays a registration sticker at all times
• Keep updated records for each homeowner in the park
• Provide those records to local code enforcement when asked, helping officials ensure homeowners meet state requirements
• Ensure each homeowner keeps their mobile home and lot in compliance with all relevant codes
• Make sure anyone on the property with the homeowner’s permission also follows those codes

The bill also removes one current requirement in state law:

“The homeowner is responsible for all fines imposed by the local government for noncompliance with any local codes.” — Florida Statutes s. 723.023

Removing this language appears to shift more responsibility from homeowners to park owners.

If lawmakers approve SB 652 in the upcoming legislative session, the new rules would take effect on July 1, 2026.
