SPRINGFIELD, Ill. (WTVO) — A new proposal in the Illinois House could significantly limit who is eligible for a driver’s license in the state.
House Bill 4184, introduced by Rep. Adam Niemerg (R-Teutopolis) on October 28, seeks to amend the Illinois Vehicle Code by barring non-U.S. citizens from obtaining or renewing driver’s licenses or permits.
The bill would also require applicants for a standard license to demonstrate that they can read and write in English. For commercial learner’s permits, the rules are even tighter: applicants must be U.S. citizens and certify English literacy.
Supporters say the changes would strengthen safety and compliance in the transportation sector. Critics argue that the proposal unfairly targets immigrant communities and could worsen existing workforce shortages, especially in trucking and logistics.
House Bill 4184 has been sent to the House Rules Committee. If approved, it would take effect immediately. No hearings have been scheduled.
