Illinois Launches Free Phone Call Program for Prison Inmates

SPRINGFIELD, Ill. — The Illinois Department of Corrections (IDOC) has launched a pilot program that provides free phone calls to individuals in custody, aiming to strengthen family connections and support rehabilitation.

Starting Nov. 3, each person in custody will receive 775 free domestic phone call minutes per month through the new initiative, called “Voices of Connection.” The program is designed to make communication more reliable and affordable for inmates.

“Phone calls and real-time conversations are essential for maintaining meaningful connections with loved ones,” said IDOC Director Latoya Hughes. “Through the Voices of Connection pilot program, we’re ensuring that individuals in custody have consistent access to free phone minutes, making it easier to engage in the conversations that support emotional well-being, strengthen relationships, and promote rehabilitation.”

The initiative expands on the department’s introduction of a phone dialer app on ICSolutions tablets, allowing inmates to make calls directly from their tablets when connected to Wi-Fi.

First Lady MK Pritzker Backs the Program

Illinois First Lady MK Pritzker has been a strong supporter of the program and worked closely with IDOC to advance it.

“Today represents a significant development for incarcerated individuals, highlighting the critical role of maintaining family relationships, especially with children,” she said. “Consistent communication is essential to successful reunification. Ensuring regular family contact is imperative, as strong communication channels are foundational to rebuilding familial ties.”

International Calls Included

Inmates can also use their monthly minutes for international calls, though these calls will use up more time due to higher rates. Unused minutes will not roll over or transfer between individuals, but the department may redistribute unspent funds during the pilot period.

The IDOC will monitor usage and costs throughout the program and may adjust the monthly minute allocation or reallocate funds to cover other needs, such as tablet and charger replacements.

The Voices of Connection pilot program is scheduled to run through June 2026, with the possibility of extension if reauthorized.
