A Muscatine County woman has been sentenced in two separate cases of animal neglect involving serious injury or death.
Kelly Adams pleaded guilty to six counts of animal neglect with serious injury or death. She received 360 days in the Muscatine County Jail on each count, with 300 days of each sentence suspended and credit for time served. The sentences will run concurrently. She was also fined a total of $5,130, or $855 for each charge.
In another case, Adams entered a guilty plea on September 9 to interference with official acts – obstruct prosecution – and three counts of animal neglect with injury. She was sentenced to 360 days in the Muscatine County Jail on each of the four counts, with 330 days suspended and credit for time served.
She was also ordered to pay restitution for the costs and expenses of rescuing, relocating, and treating the animals taken from her homes.
During her probation, the court imposed additional restrictions:

She may not acquire, own, possess, or control any animal of any kind.

She may not live in any residence or building that has animals of any kind, even if owned by others.

She may not attempt to procure animals or offer them for sale on Facebook or any other electronic or social platform.
Adams was first arrested in July 2024 after officers executed a search warrant at her Muscatine home on June 17, seizing 67 animals, including 25 dogs and 11 cats. It Takes A Village Animal Rescue cared for the rescued animals. As part of her pretrial release, she was prohibited from acquiring, owning, caring for, or living with any animals or with people who own animals.
She was arrested again in December 2024 after Muscatine County Sheriff’s deputies received multiple reports that she had a new address and animals. Deputies seized three dogs, three cats, six rats, one bird, five geckos, three snakes, and two bearded dragons.
