Rye police arrest Suffern man for driving while impaired by drugs

The Rye Police Department arrested Vyacheslav Istomin, 40, of Suffern, New York, charging him with New York State Vehicle and Traffic Law 1192.4, driving while impaired by drugs, along with multiple additional vehicle and traffic infractions.

On Sunday, Dec. 7, at about 12:45 a.m., the City of Rye Police Department received several calls from residents reporting an erratic driver operating an Audi Q5 on Forest Avenue near the Playland Parkway. Officers located the vehicle and initiated a traffic stop.

Police identified Vyacheslav Istomin as the driver and sole occupant of the vehicle. The Audi had two flat tires on the driver’s side, though authorities said it remains unclear how the damage occurred. Officers administered standardized field sobriety tests, which Istomin failed.

Police arrested Istomin and transported him to Rye Police Headquarters, where he provided two urine samples that were submitted to the Westchester County Laboratory for analysis. Istomin was released on an appearance ticket and is scheduled to appear in the City of Rye Court on Dec. 16.
