A woman is in the Scott County Jail after Bettendorf police say she tried to pass several stolen checks at Quad Cities banks more than two years ago.
According to criminal complaints filed in Scott County Court, 57-year-old Rena Lamp, with no known address, used checks and identification stolen from two different vehicle burglary victims to attempt fraudulent transactions at the Bettendorf, Davenport, and LeClaire branches of Blackhawk Bank & Trust on July 25, 2023.
The complaints describe the activity as typical “Felony Lane Gang” crime—a term for multi-state fraud rings in which participants break into vehicles, steal purses, wallets, and identification, then use the stolen IDs to cash forged checks from the farthest drive-through lane.
Lamp allegedly succeeded in cashing two checks each at the Bettendorf and LeClaire branches. Each check exceeded $1,500, totaling more than $10,000. She reportedly used a fraudulent Illinois driver’s license bearing her photo but one victim’s identification information during all the transactions. Both victims’ vehicles had been burglarized in Illinois.
Later that same day, Lamp allegedly attempted another transaction at a Moline branch. The bank turned her down and kept the fake Illinois driver’s license, later handing it over to Moline police.
The complaints say Lamp was the sole driver of an SUV rented in Florida under another woman’s name. Investigators discovered Lamp had been arrested in the New England area for similar crimes. They obtained her recent mugshots and noted a distinctive left upper arm tattoo. Comparing the photos to security footage from the Iowa bank branches, investigators identified Lamp as the suspect. A nationwide, no-bond extradition warrant was requested.
Warrants for Lamp’s arrest were issued April 23–24, 2023. She was taken into custody September 25, 2025, and charged with three counts of felony forgery, felony identity theft, felony first-degree theft, and two misdemeanor counts of identity theft. She is also being held on a felony interstate detainer with no bond and is scheduled for arraignment on October 23.
